The SEIU - Local 1 Canada 2011 – 2015 Executive Board was elected at the November 2011 convention based on the representation formula in the SEIU Local 1 Canada Constitution.

Sharleen Stewart

         President, SEIU Local 1 Canada
Sharleen credits being the eldest of six siblings and growing up in Saskatoon, Saskatchewan for teaching her the lessons of fairness, equality, respect, democracy and social justice.

She was the first woman elected as President of the Saskatchewan SEIU local 333, Local 1 Ontario, and SEIU Local 1 Canada. Sharleen was also the first SEIU woman to sit on the Canadian Labour Congress Executive Board and the International Executive Board, representing Canada.

As a former hospital worker, Sharleen understands the demands that are placed on healthcare workers, and is a strong advocate for keeping those demands fair and just. With many family members working in nursing and retirement homes, Sharleen understands the valued professional and personal care these dedicated workers provide. Needing home care support for her terminal father elevated her personal appreciation even more; witnessing the amazing compassion, skill and love home care workers provide.

Recently titled “Canada’s Norma Rae”, Sharleen works tirelessly; lobbying, negotiating, advocating and fighting for SEIU Members and all workers, believing that everyone deserves a fair wage, respect, dignity and a good pension.

Cathy Carroll

Secretary Treasurer, SEIU Local 1 Canada
Cathy Carroll has a long history of involvement in the trade union movement. For 25 years, as a single mother with two children, she worked as a postal clerk in Windsor, Ontario. At this time she was also: CUPW Local President, an activist in her community and the labour movement, and a Board Member for United Way and the Occupational Clinic for Ontario Workers.

Cathy brought her passion and experience to SEIU as a Union Representative in 1998, eventually assuming the position of Secretary Treasurer of SEIU Local 1 Canada in August 2005.

As a Board Member on the Ontario Health Coalition and the Ontario Federation of Labour’s Health Committee, Cathy promotes the issues and challenges for all SEIU Local 1 healthcare workers.

Cathy leads the union in pay equity challenges and was on every single picket line in a province-wide Red Cross strike in 2008, advocating for home care workers. Cathy’s experience in the healthcare sector has allowed her to transform SEIU Local 1 into a dynamic force that is highly respected in the labour movement.


Emanuel (Manny) Carvalho

Executive Vice President, SEIU Local 1 Canada
Manny’s roots in the labour movement began as a member of the International Union of Painters and Allied Trades, where he witnessed many injustices to fellow workers. This motivated him to take on a leadership role, fighting against these injustices.

Manny has been an integral part in establishing SEIU’s strong growth strategy that started when he served as Executive Assistant to the President responsible for Organizing; and later as Assistant to the President for five years.

His experience and visionary thinking changed the way SEIU involves members and helped propel Local 1 into becoming the nation’s truly top organizing Union. It is no surprise that with the involvement, dedication and expertise of leaders like Manny, SEIU Local 1 Canada has become the largest Local and most progressive Union in Canada.

As Executive VP, his leadership has continued to help establish groups like the Quality Care Alliance and SEIU Multi-Faith and Community Network, which focus on bringing awareness to working people’s issues.

Manny is a proud Portuguese- Canadian who values the relationship between SEIU members and their communities.
